Safety is the number one factor California transplants tell me influences their Arizona relocation decision more than school districts, more than home prices, more than weather. After years of navigating elevated crime in major California metros, the idea of living somewhere genuinely safe isn't just a preference. For many families, it's the reason they're moving at all.

The good news: Arizona reported 30,888 violent crimes in 2024, down from 31,563 in 2023. Property crimes also fell, from 139,350 to 129,000. Arizona's crime trend is moving in the right direction and the state's safest cities are genuinely, measurably safe by any national comparison.



The 100 cities and towns that made the 2026 safest cities list reported drastically lower per-capita crime rates than nationwide averages, collectively coming in at 0.2 incidents per 1,000 people for violent crime and 2.2 incidents per 1,000 for property crime compared to the U.S. violent crime rate of 4.43 per 1,000 and property crime rate of 22.89 per 1,000.

How Arizona Safety Rankings Work

The cities that appear consistently safe across SafeWise, HomeSnacks, AZ Big Media, and AreaVibes rankings despite slightly different methodologies are the ones genuinely worth paying attention to.

Arizona's Safest Cities for 2026

San Luis Consistently #1 Safest by Per-Capita Metrics
Arizona lists San Luis as its #1 safest city. San Luis stands out as the only border town in the top 10.

San Luis is a small border city of approximately 34,000 residents in Yuma County and its extraordinarily low per-capita crime rates make it a statistical standout in virtually every Arizona safety ranking. San Luis has a population of approximately 34,000 people and a crime rate of 602 per 100k  80% lower than the crime rate in all of Arizona.

The honest context for buyers: San Luis is a border community with a specific demographic and economic profile that doesn't match the relocation priorities of most California or Midwest transplants. It consistently tops safety statistics without being a typical family relocation destination. It's included here for completeness of the data picture but most readers of this guide are more interested in the Phoenix metro's safe cities below.

Gilbert Safest Large City in Arizona
Gilbert is often called one of the safest large cities in Arizona. It is known for family neighborhoods, strong schools, and a lower poverty rate than the state average.
Gilbert's safety achievement is extraordinary because of its size. Gilbert is one of the most populous cities to repeatedly land on the safest cities lists. With over 277,000 people, its low per-capita crime rates are even more impressive. Maintaining sub-national-average crime rates at this population scale is genuinely rare.

Gilbert's violent crime rate runs approximately 49% below the national average across most data sources. Queen Creek only had 99 violent crimes and 0 murder cases and Gilbert's violent crime rate is similarly minimal for its scale.

What drives Gilbert's safety: the combination of high homeownership rates (8% above national average), high median household income ($121,000), Gilbert Public Schools' educational infrastructure, active community policing programs, and the HOA structure throughout most master-planned communities that creates organized community surveillance and accountability. Safety is not accidental in Gilbert it's structural.

Surprise Phoenix Metro Safety Leader

Surprise had 1.0 violent crimes and 8.9 property crimes per 1,000 people exceptional numbers for a city of Surprise's size (approximately 167,000 residents). Surprise, Queen Creek, Gilbert, and Marana saw year-over-year decreases in property crime.

Surprise is the safest place to live in Arizona according to the Houzeo/SafeHome analysis ranking #1 when methodology weights certain crime categories differently than SafeWise's approach. The consistent appearance across multiple top-10 lists confirms genuine community safety rather than a statistical artifact of one methodology.

For West Valley buyers specifically evaluating Surprise, the safety profile is a genuine differentiator versus Glendale, Phoenix, and other West Valley alternatives. Surprise consistently outperforms most Phoenix metro alternatives on every safety metric.

Oro Valley Tucson Metro's Safest Community

Oro Valley posted one of the lowest violent crime rates in the group.Oro Valley is a steady favorite because of its very low violent crime rate and strong appeal for families and retirees.

Oro Valley is a master-planned suburb north of Tucson the Tucson metro's answer to what Gilbert is for the Phoenix metro. With strong schools (Amphitheater and Catalina Foothills school districts both serve portions of Oro Valley), mountain views, resort golf, and consistently top-tier safety statistics, Oro Valley is the premier family and retirement destination in southern Arizona.

For buyers evaluating Tucson over Phoenix either for affordability or the cooler, smaller-city character Oro Valley is the specific suburb that delivers the quality of life that Gilbert delivers in the Phoenix context.

Queen Creek East Valley's Rising Safety Star
Queen Creek, with a population of 82,639 in Maricopa County, is ranked as the ninth safest city in the state. This community only had 99 violent crimes and 0 murder cases in 2026.

San Luis, Oro Valley, and Queen Creek reported zero murders making Queen Creek one of only three Arizona cities of any notable size to achieve this in the most recent reporting period.

Queen Creek keeps growing, but it still shows up near the top for safety. This is the specific achievement worth highlighting: Queen Creek grew more than 50% since 2020, absorbing enormous population growth, while maintaining and in some categories improving its safety profile. Safety in fast-growing communities typically gets harder to maintain as density and population increase Queen Creek has managed the growth without the typical safety deterioration.

For West Valley buyers choosing between Buckeye, Surprise, and Goodyear, the safety trajectories are all positive but Buckeye's dual-category improvement is specifically encouraging for buyers concerned about fast-growth safety dynamics.

Sahuarita Southern Arizona's Safety Gem

Sahuarita consistently appears in Arizona's top 10 safest cities. Located south of Tucson in Santa Cruz County, Sahuarita has developed into a master-planned suburb specifically designed for families and retirees who want Tucson area access with small-city character and top safety statistics.

Sahuarita combines affordable home prices (significantly below Phoenix metro medians), an outstanding safety profile, and the Mountain View Unified School District's strong academic reputation into one of Arizona's most complete value packages outside the Phoenix metro. Maricopa's appearance in safety rankings alongside cities like Gilbert and Surprise is one of the most pleasant surprises in the data for buyers attracted to Maricopa's affordability. A genuinely affordable community that also scores well on safety removes one of the typical trade-offs that budget-conscious buyers expect to make.

Prescott Valley High Desert Safety at Elevation
Prescott Valley saw year-over-year decreases in both property crime and violent crime joining Buckeye as one of only two Arizona cities to achieve dual-category improvement.

Phoenix as a city has higher crime statistics than Gilbert or Chandler but Phoenix contains specific neighborhoods (Desert Ridge, Arcadia, Paradise Valley Village, Ahwatukee) that are as safe as any suburb in the state. The city-level number doesn't tell you about the specific street you're considering buying on.
