One of the most practical questions families ask when planning a move to Arizona is also one of the most stressful: how do I get my kids enrolled in school before we've even officially moved? What if school starts before our house closes? What if I'm buying from out of state and I need a school address before I have an Arizona address?

The good news is that Arizona has a clear, well-defined enrollment process and there are specific strategies families use to get ahead of the timeline so children don't miss a single day of school during the transition. This guide covers exactly how it works, step by step.



Understanding Arizona's School Enrollment Requirements

Arizona law requires verifiable documentation of residency for students enrolling in public schools and charter schools. According to the Arizona Department of Education, parents need the following documentation to enroll children in Arizona schools:
The core documents required:

Proof of residency in Arizona two proofs are typically required. Acceptable documents include a signed lease agreement, a purchase contract or closing disclosure on a home, utility bills showing your Arizona address, a bank statement with an Arizona address, or a paycheck stub showing an Arizona address. Many families provide a combination for example, a signed lease agreement plus a utility bill.

Proof of the child's age and identity most commonly a birth certificate. If you don't have a birth certificate available, alternatives include a baptismal certificate, a social security number application, or school registration records from the previous school. If you provide an alternative to the birth certificate, most districts require a signed affidavit explaining why the birth certificate is not available.

Immunization records Arizona has specific immunization requirements for school enrollment that differ from other states. Review the Arizona Department of Health Services immunization requirements before your move to ensure your children are current. Missing immunizations can delay enrollment, so getting this right in advance saves significant stress.

Prior school records report cards, transcripts, and any special education documentation (IEPs, 504 Plans) from your child's current school.
Request these directly from your current school in advance of your move most schools can provide them within a few days.

Special education documentation if your child has an IEP or 504 Plan, bring the most current documentation. METs evaluations and 504 Plans must be current as indicated by the reevaluation date. IEPs and 504 Plans from the previous state are honored during the transition period while Arizona's own evaluation process is initiated.
Age requirements: Arizona students must be five years old before September 1 of the current school year for kindergarten and six years old before September 1 to enter first grade.

The Out-of-State Buyer's Specific Challenge

Here's the situation most families face: you're buying a home in Arizona, but you're still living in California (or Illinois, or Washington) when school enrollment opens. You need an Arizona address to enroll but your home hasn't closed yet.

This is extremely common, and Arizona's system accommodates it in several ways.
Your purchase contract works as proof of residency. A signed purchase contract showing your future Arizona address is generally accepted by most Arizona school districts as proof of residency during the enrollment period. You don't need to be physically living in Arizona yet you need documentation showing you will be. Call the specific school enrollment office directly and ask whether they accept a purchase contract as residency proof. Most districts say yes.

A signed lease agreement works immediately. If you're renting before buying, a signed Arizona lease agreement is the most straightforward proof of residency and is universally accepted. Having a signed lease in hand before enrollment opens is the simplest path to completing enrollment while you're still out of state.

Military families have specific protections. For members of the armed services, a charter school or public school may enroll a student if the parent provides a document of their transfer, or pending transfer, to a military installation within the state. Military families have the smoothest path to pre-enrollment because the transfer orders serve as the residency documentation.

Charter Schools: A Specific Opportunity for Out-of-State Families

Charter schools in Arizona offer a particularly useful enrollment pathway for out-of-state families. Specifically, out-of-state and international applicants are welcome to apply to BASIS Charter Schools, but must provide proof of Arizona residency no later than the first day of the school year if offered enrollment.

This means you can apply to charter schools including highly sought-after options like BASIS, Great Hearts Academies, and Legacy Traditional before you have Arizona residency established. You apply now, secure your spot in the lottery, and then provide proof of Arizona residency before the school year begins.

For families specifically targeting charter schools in districts like Gilbert, Chandler, or Scottsdale, this is an enormous practical advantage. Charter school spots are allocated by lottery, and popular charters can have waitlists years long. Applying before you move and then providing your Arizona address before the school year starts gives you the same access as current Arizona residents.

Practical timing: Arizona charter school open enrollment lotteries typically open in the fall for the following school year. For example, open enrollment for the 2026-2027 school year opened in November 2025. If you're planning to move to Arizona in the summer of 2026 for a fall school start, you should have been applying to charter schools in November 2025. For the 2027-2028 school year, apply in fall 2026 before your move is even finalized.

Open Enrollment: Arizona's School Choice Advantage

Arizona state law allows students to apply for admission to any public school through open enrollment, based on available classroom space (A.R.S. § 15-816.01). This means your child is not strictly limited to the school serving your specific attendance zone you can apply to any school in the district, or even to schools in other districts, through the open enrollment process.

Open enrollment enables Arizona students to attend public schools outside their attendance area. Acceptance is based on the school's grade-level and program capacity, and meeting all admission requirements.

For out-of-state families who have identified a specific school they want their child to attend perhaps a specific elementary school known for its STEM program, or a middle school with a strong athletics program open enrollment is the path to applying before you've physically moved. Contact the specific school's enrollment office directly to ask about the open enrollment timeline and process for incoming out-of-state families.

District open enrollment timelines vary. Scottsdale Unified's open enrollment for the 2026-2027 school year opened on November 3, 2025. Most major Phoenix metro districts open enrollment in November or December for the following school year. Research the specific timing for your target district and mark it on your calendar missing the open enrollment window means waiting another year or accepting your default attendance zone school.

Step-by-Step Timeline for Out-of-State Families

Here's the practical timeline that works best for families moving to Arizona with children in K-12:

6 to 12 months before your move: Research school districts at the address level. Identify your target district Gilbert Public Schools, Chandler Unified, Scottsdale Unified, Peoria Unified, or others and identify the specific schools serving neighborhoods you're considering. Look at individual school ratings within the district, not just the district overall.

Apply to charter schools during fall open enrollment lotteries. This is the step most out-of-state families miss because they don't realize the application window opens more than a year before their intended enrollment date. BASIS, Great Hearts, and Legacy Traditional are the most sought-after options in most Phoenix metro areas.

3 to 6 months before your move: Identify your target neighborhoods and begin home shopping with your Arizona agent. Make sure you're comparing school attendance boundaries at the specific address level for any home you're seriously considering your agent should be able to pull this information for every property.

Request school records from your current school transcripts, report cards, immunization records, and any special education documentation. Having these ready in advance eliminates scrambling at enrollment time.

Review Arizona's immunization requirements and ensure your children are current. Contact your pediatrician to review the specific vaccines required for Arizona school enrollment. This is the most common enrollment delay for out-of-state families and the most preventable.

1 to 3 months before your move: Once your Arizona home purchase contract is signed or your lease is executed, contact the school enrollment office with that documentation. Initiate pre-enrollment paperwork wherever possible.

For districts that allow online enrollment initiation, begin the process from your current state as soon as you have Arizona residency documentation (your signed purchase contract or lease).

When you arrive in Arizona: Complete in-person enrollment requirements promptly. Most schools require at least one in-person visit for final enrollment verification even if you've completed paperwork online. This is typically very quick 15 to 30 minutes when you have all documentation ready.

Enroll children as early as possible before the school year begins. Don't wait until the first week of school enrollment processing takes a few business days, and late enrollment sometimes means a delay in getting into the right classroom or program.

District-by-District Enrollment Notes

Gilbert Public Schools (GPS): Enrollment is processed at the school level for in-boundary students. Contact the specific elementary school serving your address directly. GPS attendance boundaries are very specific even streets within the same neighborhood can fall into different school zones. Use the GPS boundary lookup tool on their website with your exact address.

Chandler Unified School District (CUSD): CUSD has an online enrollment portal that allows families to initiate enrollment before arriving in Arizona. You'll need your Arizona address (purchase contract or lease) to begin the process. CUSD is one of the better districts for accommodating pre-arrival enrollment from out-of-state families.

Scottsdale Unified School District (SUSD): Open enrollment for the 2026-2027 school year opened November 3, 2025. In-boundary enrollment for students who live within SUSD boundaries is handled separately from open enrollment. Contact the specific school serving your address for in-boundary enrollment requirements.

Queen Creek Unified School District (QCUSD): QCUSD has been opening new schools to keep pace with rapid growth verify which school will serve your specific address, as assignments may have changed from year to year as new schools open. The district website has an address lookup tool.

Peoria Unified School District (PUSD): PUSD enrollment is handled at the district level first and then at the school level. Contact the district enrollment office directly for guidance on out-of-state pre-enrollment procedures.

The Immunization Issue: The Most Common Enrollment Delay

Arizona has specific immunization requirements for school enrollment and they differ from the requirements in many other states. Families who arrive without complete documentation of required vaccinations experience enrollment delays that cause children to miss the beginning of school.

The vaccines required for Arizona school enrollment include DTaP, Polio, MMR, Varicella, Hepatitis B, and Hepatitis A. Specific doses and timings are required for each. Arizona's requirements for some vaccines particularly Hepatitis A are more stringent than in some other states.

How to handle this before your move: Contact your child's current pediatrician and request a complete immunization record. Verify with the Arizona Department of Health Services website (azdhs.gov) that all required vaccines and doses are complete. If anything is missing, schedule the necessary vaccinations before your move don't wait until you arrive in Arizona and need to find a new pediatrician immediately.

If your child has a medical exemption from any required vaccine, obtain documentation from your physician before moving. The exemption process in Arizona requires physician certification and must be initiated before enrollment, not after.

Children with IEPs and 504 Plans: Specific Guidance

If your child has an Individualized Education Program (IEP) or a 504 Plan, the transition to Arizona schools has specific requirements worth understanding in advance.

Arizona's special education transition can take 30 to 60 days to fully process, so initiating contact early gives your child the best chance of having services in place from day one.

Homeschooling During the Transition: A Legitimate Option

For families whose move timing creates a gap between leaving their current school and the start of Arizona school, homeschooling during the transition period is a completely legal and relatively straightforward option in Arizona.

Arizona has one of the most permissive homeschooling frameworks in the country. Parents who choose to homeschool must file an Affidavit of Intent to homeschool with the local public school district a simple form that establishes the arrangement legally. No curriculum approval is required, and there is no state testing requirement for homeschooled students.

For a family whose move falls in October rather than August, homeschooling for the first few months of the school year then transitioning to the Arizona school in January can be a practical solution that eliminates the stress of mid-semester enrollment in an unfamiliar school while allowing the family to settle in properly before the school transition occurs.

Additionally, if you have an Arizona rental in place even temporarily that lease serves as immediate proof of residency. Some families rent temporarily in their target school district to ensure enrollment eligibility while their purchase closes.

Is there a deadline to enroll for the school year? Most districts process enrollment on a rolling basis for in-boundary students throughout the year. Charter school lotteries have specific windows typically in the fall for the following year. Open enrollment at district schools has specific windows as well. Contact your target school or district directly for their specific timeline.
